Emit the load-time definition of a package-local S7 generic: define it when no binding exists, shadow a plain (non-generic) function, otherwise reuse the existing generic.

The generic’s formals are the dispatch arguments (plus ... unless no_dots); the shadow’s class_any fallback takes the same formals and forwards them, so every method S7 registers on it is signature-compatible.
