Parse the [package.metadata.miniextendr] table out of manifest text.
Tracks the current table header and resolves every key = value line to a
dotted path, so the header form, miniextendr.noexport_postfix = "..."
under [package.metadata], and metadata.miniextendr.noexport_postfix
under [package] all resolve to the same key. Everything else in the
manifest is skipped without interpretation.
