Record the pkg::topic links in the docs of a #[miniextendr] item and,
for an impl block, of its methods.
A block that renders no help page hands roxygen2 no links: the macro
strips every one of them there (#1818). That is a block with its own
@noRd, a noexport fn, and an impl block (with all its methods) under
@noRd or a plain noexport, by the macro’s rules: internal, or on an
inherent impl the @keywords internal tag, keeps the page.
