to NAMESPACE and an alias to man/reexports.Rd. A pkg::name that
several items name is written once, its header listing their sites. The
blocks are sorted by package, then name.
A name re-exported from two packages gets a block for each here;
reexport_conflicts refuses it with the other problems once the file
is assembled.
