Convert a coerce Vec<i32> parameter.
INTSXP takes the bare conversion. Whole-valued doubles, logicals, and raws
widen element-wise with indexed, batched diagnostics. NA_real_ and a
logical NA become NA_integer_ (the vector can carry NA, unlike the scalar);
any other NaN, fractional, or out-of-range double is an error.
